|
The presentation will cover the following topics:
- The North American Electric Reliability Council (NERC) and its role in the North American electricity industry.
- Definition of the Bulk Electric System (BES) and Bulk Power System (BPS).
- Historical background of NERC and its regions, in particular the North-East Power Coordinating Council (NPCC).
- Evolution of NERC to become the North American Electric Reliability Organization (NAERO) and NPCC to become the Regional Reliability Organization (RRO) in the North East.
- Jurisdictional issue and authority of NERC and RROs to enforce Standards in Canada.
- The NERC Functional Model and NERC Reliability Standards.
- NERC Standards Process (request, drafting, approval).
- Standards applicability, format and compliance measures.
- NPCC role and documents.

| Biography
|
David Kiguel joined the former Ontario Hydro in 1977 and is now a Senior
Advisor in the Asset Management Group of Hydro One Networks Inc. - one of
Ontario Hydro's successor companies. He has been involved in NERC/NPCC
Standards and compliance issues for several years. His present work
involves Legal and Regulatory issues in the electricity industry. Prior
to his present work, he specialized in the formulation of models and the
development of computer programs for the analysis of reliability and
other power system problems. He is a member of NERC's Standards
Evaluation Subcommittee (SES) and NPCC's Compliance Monitoring and
Assessment Subcommittee (CMAS) and the Review of NERC Planning Standards
Working Group (CP-9). David Kiguel obtained the Electrical Engineering
degree from the University of Chile. He is Senior Member of IEEE and a
registered Professional Engineer in the Province of Ontario (PEO). He is
a member of the Experience Requirements Committee of PEO.
