During the Spring 2003 I organized a technical meeting where I circulated a petition to establish an IEEE Toronto Section Chapter of the Neural Networks Society.   Unfortunately, at the same time we were affected by the SARS epidemics and the number of members attending the meeting was too small to complete the process, as required by IEEE.   Work for the organization of the IEEE Toronto Centennial and other chores prevented me from completing the task during 2003.   I am now getting back to this and I expect to satisfy the requirements in the near future.   NOTES: In June 2004, the society name was changed to be the "Computational Intelligence Society". In August 2005, the chapter was reconfigured to be a joint chapter of six societies under the new name Signals & Computational Intelligence.
